DICKSON LYING TO ACCESS FG LOAN - IYC LEADER, FESTUS DAUMIEBI
YENAGOA: There seems to be mixed feelings in the recent transparency briefing held by the Bayelsa state Government, on Monday 20th 2016.
According to the press statement from the Governor, he explained expenditure of N95bn from FAAC.
The statement read as follows: Bayelsa State Governor, Hon. Seriake Dickson on Monday gave an account of how the N95 billion that accrued to the state from the Federation Allocation Account Committee, as published by the Federal Ministry of Finance in some national dailies in the last one year was spent.
Giving the breakdown during the launch of the Bayelsa Transparency website, known as “Bayelsa Watch” in Yenagoa, he explained that, the deductions for bonds and excess crude overpayments made to previous administrations, amounted to N26.92 billion.
Dickson said bond deduction at source came up to N14.89, while refund on overpayment of the 13% derivation made to previous governments was N12.3.
According to him, out of the N95 billion, the 8 Local Government Councils got N12 billion, the sum of N32.38 billion was expended on workers’ salaries, while capital projects gulped N20.9 billion.
Meanwhile, a former leader of the Ijaw youths council worldwide, and a Niger Delta activist, Barrister Festus Daumiebi has lambasted the Governor, for being deceptive by trying to cover his fraudulent tracks.
The statement which was made public via his Facebook page reads as follows, he maintained that the Governo, has once again made another public blunder, hear him:
"In a desperate bid to meet up with the 22 conditions, being given by the Federal Government as a criteria for States to meet up to qualify for the 90B loan facility, the Governor of Bayelsa State organized an emergency "purported " transparency briefing in Yenagoa, the State capital today in which he announced to the press, that the state has received the sum of 95B from the Federal Government as allocation for the past one year. Out of this amount, the country man governor said; the 8 local governments which has not been able to pay workers salaries for the past 14 months got 12B while state got 83B.
Going further, to cover up his financial recklessness & the monumental fraud being perpetrated in the state by the 'talk na do' Governor's led restoration government, the governor gave the expenditure of the 83B as follows:
#12.3B- excess crude deductions
#14.89B-bond payments
#32.38B- "salaries " that are being owed for six months
#24.6B-local bank debts payment
#3.9B- cost of running the 3 arms of govt
#20.9B 'capital projects'"
The former IYC leader accused the state governor of being reckless in his expenditure, and maintained that the state Governor was only trying to cover up its financial recklessness, which was very obvious, inorder to meet up the criteria for accessing the federal government loan.
He stated that in reality, the government has not dropped a tipper of sand anywhere in the state for the past three years.
According to him, When the above amounts received by the government are summed up, it gives the stare #108.89B, he therefore questioned how the funds have been spent overtime with nothing to show.
